Cerulean City

At Cerulean City there are some new things. First there is a
man in the first house you see when you walk in that wants
to trade you a Poliwhirl for a Jynx, once you get a Poliwhirl
do it. Second you meet your first Team Rocket Member.
There a group of Poke'mon thieves. Before you go to the
gym go up Rout 24, 25 to meet Bill the #1 Poke'manicac.
If you help him out he'll give you a ticket to the St. Ann
cruse ship (save it you'll need it later on in the game). On
the way to see Bill there are a lot of Poke'mon trainers who
want to battle, I'd suggest doing it to help build up your
Poke'mon for misty. Once you beat Misty the Poliece officer
will let you through the house and out to freedome. Go down
to rout 5 and through the underground Path to Vermilion City
and the famed St. Ann.

to get bulbasaur go to the tradign post, there will be a girl that is nursing an injured bukbasaur back to health. If you've kept pikachu happy and healthy this poekmon is for you. to get charmander go north of cerulean city and there will be a guy with a charmander to give you.
